The Nexus Between Space and Cyber: A Legal Typology of Digital Risks and Threats in Orbit

At the multilateral level, State delegations regularly convene to address emerging threats to space activities, including malicious cyber activities. This seminar will focus on the growing interconnection between space and cyber realms and how diplomatic discussions explore space security-related topics, such as the application of international law to potential disruptions in outer space and the use and test of counterspace capabilities, the challenging definition of “space weapons,” and the development of methods for fostering transparency and building confidence between States.

About the Speaker

Dr Laetitia Cesari is a researcher and a legal practitioner working on the law and policy of outer space, with a focus on security and safety aspects, and particularly cybersecurity of space systems. Among other missions, she works for a law firm in Paris and carries out research for various international organisations. Prior to her current position, Laetitia worked in the space industry, specifically in telecommunications. Before that, she supported the work of national authorities on space-related topics.
