Chemical Weapons have recently come under the international spotlight after their use in Syria, Salisbury (UK) and against Kim Jong-nam in a Malaysian Airport. Their repeated use in the Syrian conflict particularly opened up important research questions on their tactical and strategic utility, attributing chemical attacks, the role of deterrence, the effectiveness of available mechanisms for international accountability and the state of international norms against chemical weapons.

In 2019, the Global Public Policy Institute (GPPI) released a comprehensive study on the use of chemical weapons in Syria titled ‘Nowhere to Hide: The logic of Chemical Weapons Use in Syria’ that draws on a large data set. They recently launched an online data portal documenting cases of chemical weapons use in Syria: https://chemicalweapons.gppi.net/data-portal/

His research interests include insurgency and counterinsurgency in the contemporary Middle East, and related issues of state weakness, security sector development, and the political economy of conflict. Prior to joining the Institute, Tobias worked as a Middle East analyst at IHS Markit in London, as a consultant on Syria and Yemen for the World Bank, and as a research assistant at the Center for European Policy Analysis in Washington, DC.
