Currently, 134 countries, representing 98% of the global economy, are actively exploring central bank digital currencies (CBDCs). These efforts range from retail CBDCs, such as the digital pound and digital euro, designed for direct use by citizens, to wholesale CBDCs intended for financial institutions and cross-border payment systems. This talk examines two case studies—the digital euro and a cross-border payment system—that, while lacking a shared objective, highlight a common theme: central banks leveraging digital financial technologies to advance new forms of sovereignty.
