Biography

André is a visiting PhD candidate at King's, working towards his PhD in Social Sciences at UFBA. André holds a Master’s degree in Education and Contemporaneity (UNEB), is a Specialist in Social Psychology - Coordination of Operative Groups (NPS), and holds a Bachelor in Composition and Conducting (UFBA).

With over 15 years of professional experience in public service, he currently works as a consultant on projects related to socio-productive inclusion, sustainability, and food and nutritional security, in collaboration with multilateral organizations such as the World Bank, the Pan American Health Organization (PAHO), and the United Nations Development Programme (UNDP).

Research

Thesis title: 'Agenda-setting on extended time scales: a comparative study between two selected public policies in the State of Bahia, Brazil'

André's research aims to investigate how the Policies for Coexistence with the Semiarid (PCSA) and Urban Technical Assistance and Extension for poor self-employed workers (ATEURB) were introduced and remained on the governmental agenda, spanning at least three consecutive terms of the executive power in the state of Bahia, Brazil. It involves a comparative analysis supported by a unique articulation between the Multiple Streams Model (Kingdon, 2007) and the Punctuated Equilibrium Model (True, Jones, & Baumgartner, 2007), which, up to the present moment, points to the postulation of elements concerning a theory of agenda-setting gradients.

This construct, in light of empirical findings, seeks to broaden the current understanding of the agenda beyond current classifications, considering it as an expression of variable density, encompassing categories such as: the occurrence and consistency of a concrete administrative and/or legislative flow regarding the formulation of the respective policy; the effective exercise of policy rules over the implementation period; the behaviour of this exercise regarding (dis)continuities; and the perspective of specifying, according to the aforementioned observations and theoretical reflections, typologies related to the future of the studied policies, initially designated as: Fractionated Vector Gradient Variation; and Cyclical Gradient Variation.
