Speaker: Dr Chris Englefield

Chair: Karl Dewey, Research Associate at the Centre for Science and Security Studies (CSSS).

This month's Nuclear Security Culture Programme (NSCP) webinar will welcome Dr Chris Englefield who will share his knowledge and experience on radiological incident management and recovery. He will base his talk on a UK approach and advice from the International Atomic Energy (IAEA) and World Institute on Nuclear Security (WINS).

Exceptionally, this webinar will be hosted in two parts and cover a wide range of issues surrounding radiological source security.

The first part of the webinar will cover the following:

  • A history of radiological incidents, highlighting case studies from the International Atomic Energy Agency (IAEA).
  • The meaning of emergency preparedness, referring to the steps that need to be taken before, during and after an emergency in order to be effectively prepared.
  • A short and interactive scenario exercise to give the audience two versions of a model incident, with and without effective emergency preparedness.

Biography

Dr Chris Englefield is known internationally as a radioactive substances regulation specialist. He was previously a senior radioactive substances regulator in the UK’s Environment Agency. One of his specialties is radioactive source security and he was one of the architects of the UK’s statutory system (in place since 2006).

Chris has consulted for WINS, the IAEA and UK and other governments and has taught regulators, police and other government officials, as well as industry staff on radioactive source security, regulation and the keeping, use and disposal of radioactive sources in the UK and elsewhere.

Before becoming a regulator he worked in the UK’s naval nuclear submarine propulsion programme and the nuclear weapons programme as a radiation protection specialist. Since 2000 he has specialized in issues around radioactive sources including sources in scrap metal, illicit trafficking and effective regulation.
