Applying traditional arms control methods to emerging technologies

Traditional arms control models, including bilateral treaty formats, struggle to incorporate new technologies, such as cyber and Artificial Intelligence. 

Rather than focusing on arms control formats, however, this research gets back to the first principles of arms control to strengthen strategic stability, including arms race stability and crisis stability. From this conceptual approach, arms control for emerging technology is possible if it crosses domains to account for different capabilities and asymmetries.

This research is supported by the Carnegie Corporation of New York and includes a database of arms control recommendations for emerging technology as well as a series of published articles. It will also result in a policy paper identifying trends in arms control for emerging technology and possible asymmetric exchanges.
