Is something wrong with the way Whitehall does policy?

In a new paper for the Policy Institute, Jonathan Slater, former Permanent Secretary at the Department for Education, argues civil service policy advice is too often disconnected from reality, because officials are not expected to engage with the public and are too remote from frontline results.

The result, he says, is policymaking that is fundamentally inadequate to address the challenges society faces.
